what is the ability of creating order outside shopify like Odoo ERP  system ( Creating order in odoo and then exporting it to shopify )

It is a common method for ERP systems to create orders into Shopify or vice versa. For example we usually import orders from Shopify into the ERP platforms our users connect to.
