Account creation - T's and C's

Hi, 

I want to make it compulsory to accept terms and conditions in order to create an account on my store. Is there a way to do this? 

I did see a previous old post, however the links are not working. 

I know there is an option when you are in cart, however I want this to be on account creation as well.
