ACH integration to Stripe gateway and a pop up needed if card is declined due to high risk by gatewa

Hi I have a running store www.remesol.com.  I want to integrate ACH by coding in Stripe gateway . I also need a pop up to customer if his/her card is declined by gateway to use ACH as option.

can someone do it ? and what could be cost ?
