Add a product to the cart when cart value is 100, is it possible?

Hi , 

I'm trying to write a script but It doesn't work. 
What I need is :  
1. When clients add a product to cart , check cart value 

2. If cart value is €100 or more, check if cart contains product id '12345678'

3 if not, add product to cart. 

and do it everytime someone adds a product to cart...

Did you try Buy X get Y in store admin > Discounts?

yes but it's a problem cause it's not a discount that I want, I just need to add a product to the cart with normal price, when cart is 100€ or more
