Added Free Shipping option but now ALL shipping is offered for FREE

We ship domestically within Canada and internationally to the US. 

We have two rates, FREE which is our rate and we use the builtin carrier rates

We've set free shipping for orders over $35 (for Canadian orders) and $50 (for US orders)

The problem is if someone spends enough to get free shipping they are shown all our shipping rates as free.

We want to be able to show them a free option (if they spend enough) and either hide all the other options if Free if available, or preferably show them the Free option but ALSO show them Paid options in case they choose to pay for quicker shipping. 

What we don't want is for ALL options to appear to be free.

How did you set up your free shipping option? Did you use a discount, shipping rates, or an app?

Thanks for your reply. 

We are on the Basic plan. 

I added a rate to both the Domestic and US Cross Bo

All the other rates are the built-in rates - Canada Post (Discounted rates from Shopify)

My assumption is that if someone orders more than $35 they get Free Shipping, but all the other rates would be shown with their costs so the customer can choose to pay more if they want a faster shipping option.  But instead ALL the rates appear to the customer as Free.

We understand that you've set up a free shipping rate for orders above $35. However, we're unable to identify the problem based on your screenshots as it doesn't show the products in cart.
