Announcement bar unable to change colour

Hi, I have a background on my announcement bar which I am unable to get rid of. I've tried changing my colour scheme and theme settings but no matter what I do the announcement bar has a cream colour. I've used this colour in a previous 3rd party app before, but I've turned off those apps. I'm wondering if there is something in my code that is over-riding my announcement bar colour changes. The changes I make in CSS coding are not working as well. Not sure if this information is helpful

Thanks @BSSCommerce-HDL for the reply. Is there a way for me to change this within Shopify instead of Developer tools? I want to change it from within shopify so that all of the users that access the website can see the change
