I wanted to know if there are any legit Free App that offers Quantity based shipping rates?

While I'm not aware of any free quantity based shipping apps, there is a potential work around you can use to achieve quantity based shipping.
What you can do is utilize weight based shipping. Essentially you'll add a weight to each of your products that will represent each quantity break. For example, if you want to charge $2 shipping per product, each product will weigh one pound, which will represent each quantity break.
Next, you'll head to your shipping setting and when setting up a flat rate, you'll add conditions. Each condition will be 0-1 lbs = $2, 1-2 lbs = $4 and upwards.
The only issue with the following method is if you plan on buying labels within Shopify directly, you'll need to adjust the weight of the order or the label will not calculate correctly.
In the meantime, have you considered offering free shipping, instead of quantity based? Free shipping is a great marketing strategy to convert visitors into sales. The trick is to work the price of shipping into each product. Going back to the $2 method above, instead of charging the quantity break shipping at checkout, you will price your products by an extra $2 hiding the shipping charge.

Thanks but we do not keep track of weight as our shipping rates are solely quantity based only.

Thanks for the response! It sounds like you misunderstood my recommendation.
The weights you will add to your product will not represent an actual weight, it will represent one item. Think of it as instead of a weight, it's a quantity. For example, if each of your products weigh one pound, and a customer adds two products to their cart, it will tell the system that the order weighs 2 lbs as each product weighs 1 lb. 1 lbs = 1 item, 2 lbs = 2 items.
When adding your shipping rates in Shipping Settings, you will add a price for each pound, which for you will actually mean a price for each item. For example if you want to charge $2 per item, you will set your rates for $2 per pound.
