Is there a way to display a free shipping methods on orders above $99 with prevent using a discount code?

To display free shipping methods, you only need to set up shipping rates from Shopify.

but our concern that customers can choose the free shipping and apply a promotion code.
We want a way where only a Free shipping applied or a promotion code.
I tried to create the free shipping as a promotion code. but the issue is that customers can choose any shipping method. We want to inforce the free shipping promotion code on UPS ground or FedEx ground.
So is there another way to apply the free shipping with prevent using any promotion code?

Thanks for posting and happy new year!
While you can't select specific shipping options when creating the shipping discount, you can prevent it from being used for shipping rates over a specific account. For example, any shipping rate over $15 can be excluded.
To enable this feature, open your discount under Shopify Admin > Discounts and select Edit. From here, simply select 'Exclude rates over a specific amount' and enter your preferred amount.

Thanks for this, but it will not work, since the shipping amount calculated based on purchased items weight and shipping address,
for big orders who deserve the free shipping, $15 shipping may be not available.
It is not reasonable.

Don't worry, you can still use the above method! However, for buyers that purchase large orders that you still want to provide free shipping to, you can use a free flat rate with a price limitation.
First, you need to decide on the other minimum, for example, $100. You will then head to Settings > Shipping > Manage Rates and select Add Rate. Next, fill in UPS/FedEx Ground with a rate of 0$ and set the condition to $100 minimum order. That's it!
Since the shipping will be free, you don't need to use calculated shipping at the checkout, because the customer won't be paying for it. You will still see the calculated rate in the order within your Shopify Admin when purchasing the label.
When offering free shipping, make sure to let your customer know! This is a great marketing strategy, and can also increase your order totals if you offer free shipping over a certain purchase price. We recommend utilizing your theme's announcement bar for this.
This is not helping in this scenario. The free shipping is set again as a shipping rate, not a discount which means it can't be excluded for orders that are using a different discount code additionally (e.g. 30% off).
The feature we need is:
Create options for exclusions in the free shipping code (not profiles)
1. exclude any expedited shipping method
2. exclude not just countries but states as well (AK and Hawaii are very common exclusions)
3. Exclude certain products (usually oversized or already on clearance for e.g.)
These are very standard practices, I don't understand why these aren't options in Shopify.

Thanks for the additional context. This definitely helps in understanding what exactly you need.
To make sure I understand correctly; you want exclude any expedited shipping method from the discount, only offer to the mainland United States, exclude certain products, not allow users who are using another discount, but also allow users who have a large order volume to receive the discount but only if they aren't purchasing certain products, and it must be a discount code, and not a shipping profile. Is this correct?
If so, as you are wanting extremely specific shipping rates, you may need to use an app such as Advanced Shipping Rules. All of what you are wanting to achieve can be done in Shopify natively to an extent, but will be difficult to achieve with perfection combined.
For example, you are able to create free shipping rates restricted only to the mainland United States with price or weight restrictions. You can create this as a flat rate so that you are free to use any shipping method you see fit. You can also exclude certain products from this rate. This checks all of your boxes except it doesn't prevent users from also using a discount code. This can be achieved via Shipping Profiles, however you mentioned you don't want to use Shipping Profiles.
If you would like me to provide the instructions for applying these settings via Shipping Profiles I would be happy to do so! However, if this isn't an acceptable method you will need to use an app, or hire a Shopify Expert.

I actually don't think this is very specific. This is something that I have seen several stores ask for. Every vendor that has products that vary in sizes will need more flexibility.
The reason why I don't want to use Shipping Profiles and create free shipping that way is because as far as I understand (and please correct me if I am wrong) is that if somebody uses a coupon code they will get free shipping as well.
We need to be able to exclude free shipping if a discount code is used.
That's why I am sticking with the free shipping discount code but the capabilities of the free shipping discount code are very limited.
At the minimum we should be able to exclude specific products from a free shipping promo. If product x is in the cart do not give free shipping. Should be easy.
The second thing should be to hide all shipping methods but ground or not show any delivery methods when a free shipping code is entered.
Additionally it would be nice if instead of just choosing a country we can also chose states.
I did try advanced shipping rules. But that app is "blind" to discount codes, so I am stuck with the same issue have with the shipping profiles.
We are on the plus plan, so if there are any ways you know of to at least exclude specific products that would be great.

I understand it doesn't seem specific, but from a technical standpoint it is. Are the stores you have seen with the same settings preventing customers from using a discount with the free shipping? Is there a reason you don't want customers to receive free shipping with a discount?
Unfortunately, without the use of an app what you are looking for isn't yet possible. The only option without an app is to allow your customers to use a discount with the free shipping offer.

I don't want customers to combine discounts and free shipping as our discount codes are for specific target groups and rather big. If we would offer free shipping (on large/expensive to ship items) our margin is gone.
I do appreciate the option to offer free shipping with a smaller discount and we might use that in the future, but currently I need the current set up.
Which app would be able to make our scenario work though? We have looked and the only one I found needed to add code to our theme and work with draft orders which is not the best solution. If you have any apps in mind that would work, please let me know.
When I was talking about other stores asking for the same thing I was talking about stores who just like me are frustrated with the limitations of the free shipping discounts. Unfortunately, no other store has found a solution that would work for us (or them pretty much).

I'm not sure if you ever got a work around with this but we've had the same issue. Persons using a code to get a percentage discount (10%) and then getting an automatic free shipping discount as well which ruins that sale. What we are trying is to remove the automatic discount on the free shipping and instead add a code for free shipping over $150 (our set amount) then make sure the boxes for codes are not checked to combine. So in theory the customer should only be able to use one code.
At the top of our website it states "Free Shipping over $150 with code XXXX"
We just changed ours so we are hoping this works.

I've asked this same question a couple of times that the original poster asked and most people that are responding aren't understanding that we do NOT want customers to get 2 discounts. At a certain point we're just giving stuff away if that happens.
My reply was how we have "fixed" the issue. We hope.
