Better to funnel traffic to "All Category" List or "All Product" List?

Is it better to funnel traffic to a list of collections then have them find the products they want from the collections, or is it better to just lead the traffic to the collection product list?

Example:

Men > List of Collections under men

or

Men > List of Products under "General" Men

I don't want my users to keep funneling to find a product, but it seems like if I can have them look at the list of collections it might boost sales in other collections/categories? 

Anyone got experience with this?
