Blocked from creating a Facebook Business Manager

I'm trying to advertise on Instagram, and to do that it shows that I need to create a Facebook Business Manager. When I press the button to do so, it tells me im blocked from making one. This has been going on for over a day so trying again later didn't work. I have no idea why this is happening. Please help!

Did you resolve this? I'm getting the same thing. I've had multiple facebook accounts over the years - I deleted my personal account a few times so wondering if that has anything to do with it. I'm also a web developer so have needed to create accounts for testing in the past

Hmm .. I've never met a problem like this before. Why can't you create a Facebook Business Manager? You can give more details on why this opportunity is not available to you. I got another problem. I created an Instagram account to spread the word about government factoring. This is a very useful option that helps save the business from bad situations. Thanks to factoring, I managed to get a deferral of payments and get products for selling them on the market. I wanted to share my experience with other entrepreneurs but was immediately blocked. The administration sent me a message stating that my information is harmful to others. How to fix this problem, any help?
