I can find no documentation on this feature which appears to be broken and much in need of fix.
We have 3 locations fulfilling online orders. Set up the rule to "Use Ranked Locations". Clicking the edit pencil, you are shown location groups.

By default, all locations are in one group, which is NOT what we want.
So I used the blue link to create new groups and dragged locations into them. Changed the names of the groups. Hit "Done" and saved.
Go back to it and, poof, all the locations groups are gone and all locations back in one group
HELP?!?!?

As we're not experiencing an known issues related to order routing, I'd encourage you to connect with us directly.
