Bulk Product Update with CSV Files

So I have a rotating sale events in my store but if I am running Event X in January it will have different products on sale compared to the same Event X that will be running again in March. Is it somehow possible to make a CSV file using and IF function or something else that would have a 20 Products in there but after importing it, it will only update 14 of them based on the conditions? For example it will only update products which product tag = sale?

If you use a spreadsheet app, you can create several worksheets with product variant data, each for the corresponding sale offer for each month.

You can sync only the current one with the store.

As for the other sheets, you can make edits without uploading the discounts to the store.
