Can't setup FedEx by Shippo because FedEx no longer gives out a Production Counter Number ?

Hello everyone, 

I am struggling to link my fedex account to our shipping options, because FedEx has now stopped all Web Services (including the Production Counter Number), and are now only doing things related to their APIs? I am a bit lost because both support from FedEx and Shopify has been to blame eachother. Has anyone else had this problem? Any solutions?
