Can third party apps read all orders with admin API permissions?

If I grant a third party app the permissions to read orders and write orders, will it be able to read all the orders in my store? Or only the orders it writes ?

If you are working with more marketplaces that sell your products, is there a way to only give access to 'read orders' to the orders that are coming through them and not to all the other ones?
