Cant Report a Fraudulent Store as Shopifys Form Requires a Confirmation URL (N/A with invoices)

Im trying to report a shopify store that is capturing money and not fulfilling orders (they are still doing this to this day).

The problem is as a lot of the orders are bespoke they use Shopifys invoice system which doesn't create a confirmation email HOWEVER to report the user I need one, I have the invoice URL confirmation which confirms payment but its not the format the form wants in the below form. So I'm effectively stuck at stopping this company committing fraud. Any suggestions on what I can do?
