Cart limit depend on the inventory location

I create global filter to filter the product using tags to show in the website

but the issue is customer can add to cart all quantity available in two location 

my want features is
customer select the delivery location, after select they show all product available in the location but the product available is 2 and the other location have available quantity

so customer can all so add to cart the product available in other location 
how can seperate the inventory location, that merge the item available

not work they can add on cart from the other location , I have limit but the limit is if the available stock in all location is exceed
