Change language to Norwegian for Norway, and English for every country outside Norway

Hey community,

Im currently trying to change the language in my store to Norwegian for Norwegian visitors only. And all customers from outside Norway to English. My store is already set up with Norway as a primary market, but the site is still in English for a Norwegian customer. How could I change that?
