We have an issue with the checkout button not working - if you do not click on "Agree to terms and conditions" and instead first click on Checkout (nothing happens if you click on this), you are then not able to click on Checkout even if you then click on Agree to terms and conditions.
So basically, once you click on Checkout without previously agreeing to terms and conditions, you cannot checkout anymore the entire duration of the session. The only way you can then check out is by starting an entirely new session.
The issue is in the main cart (not the cart drawer).
Any suggestions?

I checked the flow in the cart page as you described but it works fine for me.
Can you please confirm in which browser you are checking or one try to clear your browser cache.

I hope my message finds you well!
Since you are using alert for showing the error message, so it may be case that alerts are blocked in your browser, you can try some other device to confirm it, it should work fine in all other cases though
