Checkout ship to error message

Hi,

After researching for a number of hours I have found the below text may not be editable.

If there is any way it can be changed I would love to know.  The challenge is the message states shipping isn't available for Queensland.  This is not correct.  Shipping simply isn't available for the selected address.  For context, my store is a pizza delivery business and we only offer local delivery to a small geographical area.  We also offer store pickup.

Assuming the message can't be changed I would be open to alternative solutions.  At the moment I think this message would confuse/put off too many customers.

I would have thought the message should be:  Shipping isn't available for selected address.
