Checkout shipping address not picking up Default Customer address

So we've got a Business to Business site 99% complete for a client. 

We pre create the customers based on their database and populate the address as the one on file. You can see this has worked fine on the Admin side when you look at the customer.

When the user gets to checkout that address doesn't seem to come up. Only addresses that user has entered before or blank if not. 

While playing about trying to change I did get the "default" address to come up as an option. But can't seem to repeat the steps to do that. 

 

I've checked the API and there doesn't seem to be a field bar "default" to flag addresses as shipping or billing. 

I've also played about with the checkout options to see if one would change the behaviour. No luck so far. 

Anyone run into this before?

So Managed to find consistently where the address is showing up. 

When you go to the final payment step you get the option to change your billing address. If you click change here then the addresses on file are offered.

Not really what we intended. 

Small chance this is due to earlier testing having test addresses used and shopify is being to smart about remembering these. I'll try another fresh user incognito and see what I get.
