Clarification on "Mandatory Compliance Webhooks" for Public Apps Without Customer Data Access

I am in the process of finalising a public app for listing it on the Shopify's app store, and I've come to understand that there are certain compliance requirements that need to be met, specifically concerning "Mandatory Compliance Webhooks." My app is designed in such a way that it does not access, process, or store any customer data.

Given this context, I am seeking clarity on the following points:

1. Are the "Mandatory Compliance Webhooks" still a requirement for my app, despite it not interacting with customer data?
2. Could anyone provide guidance or share their experiences on the steps that should be taken before submitting the app for listing on the Shopify App Store, particularly after the development phase is complete?

I aim to ensure full compliance with Shopify's policies and standards, and thus, I would greatly appreciate any insights, advice, or resources you could share regarding these matters.
