CloudFlare vs PorkBun: Which domain registrar allows DNS changes?

I am currently between CloudFlare and PorkBun to host my domain. Cloudflare is cheaper but I have read that they don't let you change their DNS. I am not too sure what that means. Does it mean I cannot make my CloudFlare domain point to my Shopify store?
