Connect Instagram Shop to Shopify - error with business account

When I try to connect my shop to instagram I get to this point and have this error message. I have read thru the set up requirment, I have a business/professional account. I cant figure out what the issue is. any suggestions?

I appreciate the screenshot that you have provided as that is very helpful! Were you able to connect your Facebook Business Page by using the Facebook Sales Channel if you have one, by any chance?

Since this error message is coming from the Instagram platform, I am unable to see which requirement is not being met by the online store. In order to connect your online store with Instagram, your online store will need to meet the requirements for Instagram Shopping. Once those requirements are met, you should be able to connect your Instagram business account with your Shopify store. My suggestion would be to check out the requirements to ensure that you are meeting them.

I did add a facebook channel. the next option in the setup was to set up for facebook or set up for instagram. I dont really use facebook so I choose the instagram option. 

Do I have to have the facebook shop set up to be able to set up the instagram shop?

I did read all the requirements that are listed and cant find what could be incorrect or not meeting the requirements - nothing pops out as obvious
