Creating PO’s using CSV files supplied by reps

My sales reps email me a CSV file of a purchase order created.  What is the easy way to upload this file into a PO to save time and now have to key in every item?  Would it be a blank PO to start with? Trying to figure out easily way to get these into my Purchase Order List. Thanks.
