Credit card isn't being accepted

Hello

I am trying to buy a package for Shopify account, but when I try to enter my credit card it shows a message "unable to connect". 

I don't have any money in my credit card is this an issue here ? How much money do I need to have in my credit card for it to be accepted??

Please help me.

When you try to purchase a Shopify plan. Please enter the details like address, name, and mobile number - the details are the same as with a credit card.

Yes, You need balance on it.
