Dawn theme does have the option to show the language and currency selector in footer, you can see in theme customization. but if you want to change the position or want to add flags then its needs to be hardcoded.

Don't worry! this is simple. Since you are using Dawn theme, you can add these to your footer and header. In order to add the currency and language selector in header, you will need to go to >theme settings >header and then, >check or tick the country and language selector feature. 

Secondly, to add language and currency selector under footer, go to >footer and under Country/region selector, enable the country and language selector feature.
