Custom cart attributes for all payment methods? Any app recommendation for custom fields?

I planned to add custom fields to the cart by using custom cart attributes (these are then automatically saved to the order notes).
Apparently this method won't work for all payment methods however, such as Google pay and paypal. Any solutions for this issue?

Or which (reliable) app for custom fields (cart) would you recommend that works for all payment methods?
