Default payment

On check out it default to free shipping customer just click though don't look at the drop down causing me headache got to ring customer to get payment over phone went on help this is what it said                                                                                                                 The checkout defaults to free shipping as a marketing strategy to reduce cart abandonment. It's set in the Shipping and delivery settings by making the shipping cost $0.                                                                                                                                                          can i change this setting
