Display all shipping methods in cart instead of a drop down Dawn Theme

So when you go to the checkout on our store we have I think between 3 or 4 different shipping options set up and what we are finding is that customers do not pay attention to the drop down menu displaying the different shipping options and just click the first one. what I'm trying to figure out how to do is display all of the options at one time not requiring a drop down menu

What I would like it to do is display all the options by default.
