Duplicates in Inventory while removing everything and re-uploading

I've exported my list of products to a csv file.

then I've deleted all the products in my store.

when i try to import my products again, I can see duplicated items in inventory. though the products the are not duplicated but the items in the inventory. how can it happen. I thought may be its the SKUs causing this.

even though it should not happen as the products in the store are deleted, the items are also deleted in the inventory. how come these are being duplicated.

I've created a new Development store to test this multiple times. even i can see there too if i try to clear all the products and re import again. whats the issue? or am i doing something wrong?
