Exclude products from paying if zero balance (not all products)

Hello, I have a few select products that are under pre-sale and there will be no upfront charge. I want customers to go through the entire order process, fill out billing info & create the order, but if they select the option to pay later, how do I make that one product bypass the credit card screen since it's zero balance. 

I tried deactivating Shop Payments and that removed the credit card option for ALL products. I would like the option to remove payment requirements from orders with zero balance.
