Existing tags not displayed in All Tags list in Shopify Admin

Hello, 

We use tags to group products together for publishing. We have multiple team members creating the products so the tags used have to be consistent. 

We noticed however that not all the tags we create show in the All Tags list or display in the predictive search results when typing in a tag. Is there a reason for this? Ideally once a tag is created, it can be selected from a list so as to prevent in errors, i.e. with spelling. 

I have attached some images to show - these include:

- A product with the tag edit_taggingtest

- The predictive tag list where that tag does NOT show up

- The All Tags list where that tag does NOT show up.

I'm also experiencing this issue with newly-added tags not showing under All Tags.  Did you ever find a fix?
