Force local pickup for local customers

Is it possible without an app to force customers to choose Pickup if they live within a certain distance of the store?

We have customers choosing shipping when they live 2 minutes away (one even across the road). We'd like to do our bit for the environment and have them come to the store rather than have a courier drive to pick the consignment up, drive to the hub with it 20 miles away, and then have someone else drive it to the customer's house the following day...

Any ideas?

Is there no solution to this? It's ludicrous permitting customers to order courier delivery when they live 1 minute down the road. No wonder the world's climate is in such peril. Are there no settings to force local pickup for these orders?

Is there no means of achieving this - not even with an app? So, we just help to destroy our planet by having couriers drive all the way here to pick up a parcel to take all the way to the hub and then drive it all the way back the following day? Really?
