It really depends on your goals.
It makes sense to offer free shipping over certain order subtotal thresholds, if you want to raise average order value (AOV). However, you'll want to work the math out carefully, so that shipping costs don't eat your margins. For example, a common tactic is to also place a maximum limit on the amount you'll deduct from shipping, eg. "Get up to $10 off shipping on orders over $50"
You can also run tests to find out what the lowest discount amount you can offer is without hurting conversion rates, to prevent taking too much of a hit.
And while we're on the topic of conversion rates, it would be smart to add a "$X left until free shipping" type of progress bar in the cart/checkout to clearly communicate your offer and encourage more customers to take you up on it.
