Free shipping over an amount in a different currency

Hello,

I sell in Canadian dollars and offer free shipping over $200 CAD min. purchase.

I also sell in US dollars and set the free shipping discount to be over $150 min. purchase. 

Is my US discount set in Canadian dollars because that's my store currency? How do I set free shipping to US over $150 USD order?
