Stores have fraud order detection feature. It can flag possible fraud orders but it will be the Stores discretion if you would proceed with it. 

As for creating fraudulent stores. If their system detected that you are committing fraud.  Their system would close your store. If you will create another same and detected your info was involved with fraud. Their system would automatically close your store permanently.

Hello @Habib6393  you should get in touch with the Shopify customer support team and make a direct report of this store with as much proof as you possibly can. If possible, you can also tell others that have also been defrauded by this store to do likewise.
