fulfillment_services is empty for some stores

In a "develop app" the REST API fulfillment_services is empty for some stores, neither can I create an app location.

Can't figure any reason why it works for some stores, but not others.

Is there a way to get an answer from Shopify?  Customers are waiting for orders, but we can't send them.

Been over the API documention again and again.  No reason why this shouldn't work and does in other stores.  Can the store be broken?

So I'm setting up a "partner" account despite not wanting this to be public in case it might get me some help.

It turns out ?scope=all is needed, so /admin/api/2024-04/fulfillment_services.json?scope=all

I was misdirected as it works without this parameter in some stores.  Still no idea why it's only needed for some stores..........
