GDPR webhook

I have created a Shopify app and want to publish it on the Shopify App Store. The app is set for public distribution, but I'm not receiving requests to my app from the GDPR webhook whenever I request customer data. However, when I create a new app with the same code and set it for custom distribution, I do receive the webhook requests.In the image you can see zero deliveries and 0 failed .what may be the issue ???
