1.Verifying my physical address

It is impossible because i don't have a physical store

I have read in some forum they suggest to put my real address, and my real physical address is not in the USA and there's nothing i can do to change location

2.Since i'm not in the US sales tax liability in the US

also the same case as number 1

3. Tiktok configuration is not a problem 

just ignore number 3

You should be able to update your address in Settings/General. Once you have, you can verify your address in the shipping area. The address you add to your settings will not appear publicly and will avoid the tax error you're seeing. 

By adding the correct address to your store, you will then see a list of available payment providers for your country as some payment providers are not available to certain regions. However; you can continue to sell in USD if that is the preferred currency of your target audience. You can select your country here to view a full list of payment providers available for your country. 

If you have issues with updating your address in Settings/General, then please let me know by providing details (and screenshots if possible) of what is stopping you from updating your information.
