I want to offer free PDF downloads in my shop. However, I don't want to force the user to input their billing for a free item.
I have set the product as $0.
I have added a digital PDF using the Shopify digital download.
I have added an automatic discount that sets the product price to 100% off when a minimum of 1 item from that collection has been added.
However the discount never auto-applies and it always askes for billing.

Automatic discount not applying: In the case of the automatic discount not applying, the only other thing to check is that the products are being added to the collection you created for the discount. The setup for your discount code is valid and should be applying. Please note, that if the product is already $0 then the discount will not activate as the product doesn't require any additional discounts.
Customer billing details: All checkouts require basic customer billing details. This is so that the customer and the merchant have proof of purchase should there be any disputes about the order at a later date. Customers will not have to enter any payment details though if the cart total is free. Customer details at the checkout is also to a benefit for the merchant, this helps you grow your customer base and encourages more customers to sign up for marketing emails and future promotions.
Providing free PDF downloads: If you are not wanting to collect customer details or track the amount of downloads for your free PDF files, you can instead upload links to these downloads on a page or blog on your store.
Upload the file into your store admin under Content > Files.
Copy the URL for the uploaded file.
Add the URL link to an existing page or create a page or blog post and add the link there.

You can just upload your PDF files to Shopify (Admin > Content > Files), then copy the file URL, and put it in a page. When you customers go to the page and click on the URL, it will open up the PDF with option to download it.
If you have a lot of PDF files (or any other files) you want to share in a more manageable way, you can try out the File Search Bar & Library MP app. It lets you selects files from your Shopify storage and list them in a widget you can embed on a page / template. The widget comes with file search and file categorization to make file discovery much easier for customers.
