How can I add a local delivery option at checkout?

Hi , wonder if anyone can help. 

is their away of having the LOCAL DELIVERY option with the ship and pick up option as it is technically on shipping or freighting order.

shopify have them split in the settings. But as soon as you turn it on the local delivery option appears in shipping area which it is not.

if anyone can help that would be greatly appreciated.
