How can I add an image to the homepage (Shopify Starter)

Hi, every time I read steps to complete a task I always end up not being able to find the specific item im instructed to. This time I have no idea how to add an image to my home page. I want a small "free shipping" image but for the life of me cannot figure out a way to place this where I want to.  Please help this old codge.

Customizing your theme homepage under a Shopify Starter plan is not yet available. In this plan, you can only edit out your logo, brand introduction, and social media links. Other theme customization option is not available. If you want to further customize your store, you will need to upgrade to a higher plan.
