How can I add an order form bump to the checkout page in Dawn theme?

Hello, is it possible to add order form bumps to the checkout page? I would like to add an order form bump during checkout before someone enters their credit card information and buys. I've attached two images below for examples. I would like to add a few paragraphs explaining the offer upgrade and a 1 click option to upgrade. Is this possible? And if so what would be the best way to go about this?
