How can I apply a 10% discount for online payments at checkout?

Hey Guys, 

I want to encourage online payment to my shoppers and for that, I would love to incentivize them by providing 10% OFF during checkout upon selecting the online payment option. Right now there are two options for a shopper - 1) Online payment and 2) Cash on Delivery. How do I activate 10% OFF during online payment checkout? What do I need to do? Thanks in advance for helping me out.
