How can I restore the out of stock warning on my order page?

We used to have a highlight at the top of the order page if we tried to sell something that was out of stock.  This was a great tool, but it doesnt happen any more. 

All the boxes are ticked for stop selling when out of stock. 

We take many repeat orders over the phone so tend to duplicate previous orders, there is no highlight so say out of stock now so it only becomes apparent at packing. 

Can anyone help please, has this feature been removed across the system or do we need to revisit our site?
