How do I add a plain image banner that changes size depending on if user is on Mobile or Desktop?

I want to add a section that is along the lines of "as featured in" and show the magazines my website has been featured in. 

Issue is my theme (Portland) doesn't have a plain image banner section, it's all got writing on it or is fairly constrained. 

I understand there may be an element of custom code required, which I can try work through, but how would I know what code to put in? And how would I make the banner size change depending on what device they're on?

@anastasijagav  you need to add custom section if your theme doesn't have it

Hi @anastasijagav 👋 if the theme at least has a custom-liquid|custom-html section then use that by first creating the banner in an external tool like a website-designer/landing-page service, or some ready made snippets like a logo list, etc:

If code savvy or willing to do the work an alternative is transplanting a section from a free theme, such as dawns sections:

install and shortlist for possible relevant sections https://themes.shopify.com/themes/dawn 

or peruse code externally https://github.com/Shopify/dawn/tree/main/sections
