How Do I Change Quantity Button Color in the Cart Page?

My website's Your Cart page looks like the below at the moment (ignore pink box). 

I want to change the quantity button colors indicated by the red box. 

I've tried changing this by adding in the below code to theme.liquid but didn't work indicated by pink box:

By the way, could you also help change the font of the product to a google font called 'Barlow Condensed' bold style?

The rest of the website I'm using font.io but the product font is not changed.
