How do I enable read_inventory and write_inventory admin scopes?

Hi there, I am super confused by how to get my admin access token and enable admin scopes, I am looking to enable the read_inventory and write_inventory scopes. I am building a headless app using Next.js and in the headless app I only see Storefront API and Customer API but no admin. Do I need to create a new app and give this app the scopes I need? What do I need to do? I am looking to create a micro-service that will manage the inventory of my store.
