If a customer pays extra for expedited shipping, then returns my product, can I not refund shipping? When I refund shipping that was already paid to USPS or UPS, I lose money on the sale.

That is fine. You have the choice to either refund the shipping fee or not. However, it would be best if this is indicated on your refund policy so, your customers expect and understand this ahead of time.
