Sorry that you're having issues with a merchant that's using the Shopify platform.
If the merchant is unresponsive and your order hasn't been fulfilled, you can file a chargeback with your credit card company. They will move the burden of proof on the merchant and if the merchant doesn't provide evidence of fulfillment or a refund the cost of the order is charged to them instead of you.
Please contact your credit card's issuing bank for more details.
